Meeting of the Council of Ministers on July 16, 2013

 

The V Constitutional Government met this Tuesday, July 16, 2013, in the Council of Ministers Meeting Room at the Government Palace in Díli and approved the following:

1. Government Resolution on the Politics of Pre-School Education

According to the goal set in the Strategic Development Plan for the Ministry of Education, the Government Resolution on Politics of Pre-School Education is now approved. The resolution provides to all children between 3 and 5 years of age access to a quality pre-school program quality near their home.

The pre-school education programs will cover all aspects of child development (social, emotional, language, cognitive and physical) necessary for children to reach the primary school with solid structures for learning.

The Ministry of Education has set four strategic areas of focus: improving in-service training and professional development of pre-school education professionals; support curriculum development, the development of partnerships with families and communities and of a monitoring and evaluation system.

The Council of Ministers also analysed the following:

1. Draft Decree-Law that Establishes the Structures of Administrative Pre-decentralisation

Presented by the Ministry of State Administration, the draft of the Decree-Law, examined by the Council of Ministers, regulates the establishment, powers and functions of the structures of administrative pre-deconcentration that should be created in each of the thirteen administrative districts of the territory.

The Council of Ministers examined a draft Decree Law presented by the Ministry of State Administration on the regulation of the establishment, powers and functions of the structures of administrative pre-deconcentration (pre-decentralisation) which should be created in each of the thirteen districts of the territory.

2. Decree-Law that approves the Status of the Military from F–FDTL

The Secretary of State for Defense has submitted the draft of the Decree-Law of the Status of the Military from F–FDTL to the Government. This legislation aims to structure and discipline the military career regime and stems of the Military Service Law, the Organic Law of the F–FDTL, and the Organic Law of National Defence.

3. Decree-Law about Financial Information Units (FIU)

The Council of Ministers heard a presentation about the nature and purpose of Financial Information Units (FIU). FIU are responsible for collecting, analyzing and disseminating information relating to suspicious bank transaction reports and other information relating to the crime of money laundering and terrorist financing. It is also FIUs responsibility to disseminate the results of those reports to the police or judicial authorities.
