Government contracts company for the provision of Infrastructure Procurement Services

The recruitment of the Procurement Firm Charles Kendall and Partners (CK &P) is part of the government development strategy to affirm to the public and the donor community, its strong commitment to issues of transparency and integrity relating to the public spending on the Government’s Infrastructure Fund. It also aims to address the interim procurement resource capacity requirement that the Government has to implement.

To formalize the initiation of services of the CK &P firm, on 24 April 2012, the National Procurement Commission (NPC) in coordination with the Ministry of Finance held a contract signing ceremony between the Government of Timor-Leste  represented by the Prime Minister,Kay Rala Xanana Gusmão and the Director of Charles Kendall & Partners Firm, Johann Tagwerker at the Knowledge Center of the Ministry of Finance, in the presence of members of Government, development partners and local media.

Prime Minister Xanana Gusmão in his speech underlined that “this occasion marks an important milestone in the implementation of Timor Leste’s Strategic Development Plan (SDP). The SDP provides a long term vision that builds on the foundations that have been built to date.  The SDP focuses on three key areas: social capital, infrastructure development and economic development. Timor-Leste needs to develop core infrastructure not only to underpin the growth but also to create jobs and support the development of the private sector”.  Moreover he said that “the Infrastructure Fund has been established to provide a vehicle for the country to finance infrastructure projects. The government has also set up a National Procurement Commission (NPC), the National Development Agency (ADN) and Major Projects Secretariat (MPS) to make sure what we build meets the needs and aspirations of the people”.

Prime Minister also said that he believed the company Charles Kendall and Partners will provide excellent advice and support to the National Procurement Commission and ensure that the major infrastructures development are of good quality, provide value for money and are managed with the highest levels of transparency, professionalism and integrity.
