Prime Minister explains new system to improve basic infrastructures

During a public consultation on the National Strategic Development Plan (NSDP), on the 17th July, in the Zumalai sub-district, Covalima District, the Prime Minister, Kay Rala Xanana Gusmão stated that “in order to have an improvement of the basic infrastructures – namely roads, potable water, electricity, housing and telecommunications – there is a need to change the way projects are developed. Thus, the Government has already adopted a new system for local project execution. Businessmen must be from the respective sub-districts, so that they may have a greater responsibility in the development of their own sub-district”.

The explanation of the Head of the IV Constitutional Government followed the interventions made by the local authorities. The Zumalai sub-district administrator and local community leaders requested that the Government give development priority to a few projects in the Zumalai sub-district, such as the construction of the Raimea bridge, the excavation of the Mola creek, improvement of the sanitation network, housing construction for the people, the rehabilitation of the Belaco junior high-school building, changing of the electricity generator, telecommunication network repair and to tar the roads from Cassa Ainaro to Salele and from Zumalai to Bobonaro.

During the public consultation, the Administrator presented demographic data of the sub-district. Zumalai has 283 km2 it’s divided by 8 sucos and 34 aldeias. The population density is 13,323 people, where 6,724 are men and 6,599 are women. There are 3,015 heads of family. The Suco Council has 124 members.

Accompanying the Prime-Minister in this visit were the Minister for Infrastructure, Pedro Lay, the Secretary of State for Pubic Works, Domingos Caeiro, the Secretary of State for Environment, Abílio Lima, and the General Director for State Budget, Francisco da Costa Soares.
