Meeting of the Council of Ministers on November 16th, 2022

The Council of Ministers met, at the Government Palace, in Dili, and approved the draft Government Resolution, presented by the Minister of Petroleum and Minerals, Víctor da Conceição Soares, for the opening of areas for mining activities and approval of the bidding reference terms for the award of mining rights for exploration and production of building materials in three concession areas.

Thus, the Government is opening up areas in the national territory for mining activities, classified as industrial minerals, in the construction materials category, bearing in mind the restrictions set out in the Mining Code.

Also approved are the bidding reference terms for the opening of a tender to the award of mining rights for the exploration and production of building materials in the three defined concession areas – Loes River, Lacló River, and Laleia River.

Also approved was the draft Decree-Law, presented by the Minister of State Administration, Miguel Pereira de Carvalho, for the fourth amendment to Decree-Law no. 8/2013, of June 26th, on the General Regime of the National Villages (Suco) Development Program (PNDS – Portuguese acronym), the third amendment to Decree-Law no. 11/2019, of June 14th, on the Organic of the Ministry of State Administration, the fourth amendment to Decree-Law no. 3/2016, of March 16th, the first amendment to Decree-Law no. 4/2022, of January 12th, and the first amendment to Decree-Law no. 25/2022, of May 19th, Uma ba Ema Kbiit Laek Plus (UKL+) Program.

Given the growth of the PNDS (Portuguese Acronym), resulting, in particular, from the successive integration of new and different “programmes” in its catalogue of projects and activities, it is necessary to make changes and improvements, both in the organizational structure of support for the PNDS programme, and in the criteria, procedures and systems governing the support granted for infrastructure projects of collective interest (PNDS) for the allocation of social housing (UKL) and for the distribution of building materials (UKL+), support which is currently regulated by autonomous criteria for the identification and selection of beneficiaries, different procedures, and by a different distribution of responsibilities and functions between bodies, services and agencies involved in the referred “programmes”.

Thus, Decree Law no. 8/2013, of June 26th, is amended, to define and legislatively consolidate the rules governing the allocation of support granted by the State under the PNDS. END
