Meeting of the Council of Ministers on September 14th, 2022

The Council of Ministers met, at the Government Palace, in Dili, following the projects presented by the Minister of Public Works, Abel Pires da Silva, decided:

  1. the road from Manatuto to Laclo – the estimated global value of the contract is US$ 8,315,330.44;
  2. the road from Aileu (Be’cluru) to Liquidoe – the global estimated value for the contract is US$ 25,154,925.51;
  3. the road from Alas to Wedeberek – the overall estimated value for the contract is US$ 23,232,296.32;
  4. the Maliana Urban Road – Package I – the estimated global value for the contract is US$ 16,314,392.06;
  5. the Maliana Urban Road – Package II – main road – the global estimated value for the contract is US$  23,587,019.36;

1.        Laga to Baguia section – Municipal Roads Package IV -; and

2.        from the Quelicai section to Ossu- Package III of the municipal roads.

The Council of Ministers approved the Draft of the 2023 General State Budget (GSB) Law, presented by the Minister of Finance, Rui Augusto Gomes.

The revenues of the Administrative Public Sector amount to US$ 3,156,922,141, while the expenditures of the Administrative Public Sector amount to US$ 3,155,715,306, including the National Liberation Fighters Fund and the budgets of Social Security and the Special Administrative Region of Oe-Cusse Ambeno (RAEOA). The expenses of the services and entities of the Central Administration amount to US$ 2.8 billion. Planned Social Security expenses are US$ 235.7 million and the RAEOA expenditure is US$ 120 million.

Excluding the National Liberation Combatants Fund, 33% of the budget will be allocated to the institutional framework, 35% to social capital, 11% to economic development, 18% to infrastructure development and 3% to the contingency fund.

The draft Law Proposal foresees some changes in the excise tax rates, compared to the rates defined in the 2022 General State Budget, namely:

The Vice Minister of Foreign Affairs and Cooperation, Julião da Silva, gave a presentation on the state of play of Timor-Leste’s accession process to the Association of Southeast Asian Nations (ASEAN). During the presentation, the Vice Minister informed the Council of Ministers members of the ongoing activities and progress achieved, as well as the actions that should be implemented soon and the legislative initiatives that should be approved in the short term by the Council of Ministers to meet the requirements and commitments for ASEAN membership.

Lastly, the Minister of Public Works, Abel Pires da Silva and the President of EDTL, Paulo da Silva, gave a presentation to the Council of Ministers on the options for the renewable energy implementation project, according to the feasibility studies carried out. The presentation of the forecast costs, deadlines, advantages and disadvantages of the various energy sources and the implementation plan was done. The Ministry of Public Works and EDTL will continue the study and evaluation of the existing options.  END
