Meeting of the Council of Ministers on April 6th, 2022

The Council of Ministers met, at the Government Palace, in Dili, and approved the draft Government Resolution, presented by the Acting Prime Minister, Armanda Berta dos Santos, which sets the vacancies for promotion of staff integrated into the General Regime of Public Administration Careers for the year 2022. Of a total of 866 vacancies for promotion, defined by this Government Resolution, 41 will be for Senior Technician – Grade A, 122 for Senior Technician – Grade B, 190 for Professional Technician – Grade C, 250 for Professional Technician – Grade D, 164 for Administrative Technician – Grade E and 99 for Assistant – Grade F. The vacancies for promotion are fixed annually by the Government, on the proposal of the Civil Service Commission, up to a limit of ten per cent of the total staff for each category or professional group.

The Council of Ministers decided to authorize the Minister of Finance, Rui Augusto Gomes, to negotiate with the World Bank the specific conditions of a loan for the financing of a water supply project for the city of Dili. The project aims to increase the coverage area of the clean water supply service and improve the institutional capacity of the BTL, EP. The project will have a total cost of US$ 123.37 million, of which US$ 120.76 will be financed through this project. The project will have a duration of seven years, from 2023 to 2029, and is estimated to benefit a total of 82,300 people in the municipality of Dili.

The Minister of Health, Odete Maria Freitas Belo, gave a presentation on the various phases of the project and the state of play of the preparation of the procurement process for the construction of the paediatric and intensive care block at the Guido Valadares National Hospital (HNGV – Portuguese acronym). The new hospital block will have five floors and an area of around four thousand square meters. It will provide adequate facilities to meet the needs of the growing number of patients at the HNGV, promoting the improvement of the quality of health service delivery in the country.

The Vice-Minister of State Administration, Lino de Jesus Torrezão, presented the political and legislative options underlying the initiative for the creation of the national policy for public and private archives to the Council of Ministers. This legislative initiative aims to implement the national archival policy, with the establishment and definition of the principles that should guide the management of archives, regardless of the format, support and nature of the information contained in the documents of public and private institutions.

Lastly, the Coordinating Minister for Economic Affairs, Joaquim Amaral, gave a presentation on the progress achieved in the accession process to the World Trade Organization (WTO). The need for political and technical support for the accession process was presented, in particular, to speed up the drafting of the pending legislation and internal reforms, which aim to facilitate commercial activities and create a favourable environment for the private sector, both national and foreign, to comply with the general principles of the WTO. An indicative roadmap of the next stages of the process was also presented so that by the end of the year, Timor-Leste’s accession process could be completed. END
