Meeting of the Council of Ministers on January 20, 2021

The Council of Ministers met, at the Government Palace, in Dili, and, according to a project presented by the Minister of Finance, Rui Augusto Gomes, approved an amendment of the Law Proposal on the General State Budget and Public Financial Management Framework, which had been approved at the meeting of December 21st, 2020,.

The Council of Ministers examined the Law Proposal draft for the first amendment to Law No. 7/2009 of July 15th, which creates the Civil Service Commission (CFP – Portuguese acronym), presented by the Minister of the Presidency of the Council of Ministers, Fidelis Manuel Leite Magalhães. This Law Proposal draft will continue to be analysed and it will be deliberated at a later meeting of the Council of Ministers.

The Minister of Finance presented to the Council of Ministers the political and legislative options underlying the draft of the new Legal Regime on Procurement, Public Procurement and its Infringements. The new Legal Regime of Procurement and public procurement aims to resolve the existing constraints and improve the normative framework of procurement procedures related to the acquisition of goods and services or the execution of works, aimed at meeting the needs of the entities of the direct and indirect administration of the State.

Finally, the Government has decided to propose to His Excellency, the President of the Republic, Francisco Guterres Lú Olo, the state of emergency’s renewal for another thirty days. Given the worrying developments in the epidemiological situation and the surge of COVID-19 infection registered cases, both at regional and global levels, and in order to avoid and neutralise the risks of SARS-CoV-2 spreading, thus protecting public health and the National Health System response capacity, the Government proposes to the President of the Republic that, through the renewal of the state of emergency, the rights of international circulation, movement and establishment of residence, and right of resistance’s suspension or restriction, may be allowed.
