Extraordinary Meeting of the Council of Ministers on October 12, 2020

The Council of Ministers met today, at the Government Palace, in Dili, and approved the 2021 General State Budget (GSB) aggregated and disaggregated ceilings, presented by the Vice Minister of Finance, Sara Lobo Brites. The aggregate ceiling has a total amount of US $1.895 billion, including loans, to cover the needs of the program and national priorities defined by the 8th Constitutional Government, namely in terms of social capital development, economic development, in line with the measures inserted in the Economic Recovery Plan, the development of basic fundamental infrastructures, environment development, institutional development and ongoing institutional reform processes. Of the total amount of 2021 GSB, 239.26 million correspond to wages and salaries, 421.49 million refer to goods and services, 669.91 million are for public transfers, 61.14 million correspond to minor capital and 503,20 million for development capital.

The Vice Minister of Finance also made a presentation to the Council of Ministers, on the results of the 2019 Agricultural census Report. The data collection from the agriculture sector aims to support the definition of a policy and strategy for the sector, support the Strategic Development Plan 2011-2030’s national agriculture program, develop the indicator for Sustainable Development Goals (SDG 2)- Zero Hunger and Sustainable Agriculture, provide statistical data on the sector at village (suco) administrative level and provide a framework for the national agricultural sector. Data indicates that there are 141.738 farms, of which 141.141 are family farms and 597 belong to private institutions. The report indicates that 66% of national households have agricultural activities. The agricultural properties occupy an extension of 219.250 hectares. The municipalities with the largest areas of family farms are Bobonaro, with more than 41 thousand hectares, Ermera, with more than 40 thousand hectares and Baucau, with more than 25 thousand hectares, while the municipalities with the smallest areas of family properties are  Lautém and Manatuto, with 8555 and 3371 hectares, respectively.
