CROP ends 2021 GSB analysis

The Budgetary Political Review Committee (better known by Portuguese acronym CROP) finalized  today, September 29th, 2020, in the auditorium of the Ministry of Finance, the analysis of budget submissions, to verify the strategic allocation of resources in order to achieve the commitments and goals stipulated within the strategic documents and to assess the feasibility of plans for the 2021 financial year.

The CROP is chaired by the Prime Minister and also comprises the Vice Prime Ministers, the Coordinating Minister of Economic Affairs, the Minister of Finance and the Secretary of State for Equality and Inclusion, as observer.

The CROP splits into four sectoral Sub-committees, the Institutional Sector Sub-committee, chaired by the Prime Minister, the Social Sector Sub-committee, chaired by the Vice Prime Minister and Minister of Social Solidarity and Inclusion, the Infrastructure Sector Sub-committee, chaired by the Vice Prime Minister and Minister of Planning and Territory, and the Economic Sector Sub-committee, chaired by the Coordinating Minister of Economic Affairs.

After the sectoral budget submissions were reviewed by the subcommittees on September 21st, 22nd, 26th and 28th, the results of each sector and the overall final results were presented today by the leaders of each subcommittee.

The Ministry of Finance will now make the final update of the budget proposal, so that, after the approval by the Council of Ministers, it will could be submitted to the National Parliament, by October 15th, in accordance with the Budgetary and Financial Management Law, which sets forth the timetable for GSB submission.

The 2021 GSB is being prepared aiming for recovering and strengthening development, based on national priorities enshrined in the Government Programme, the National Strategic Development Plan, the Sustainable Development Goals, the performance of Fiscal Policy, the impact of COVID-19 and the Economic Recovery Plan, in order to define a fiscal envelope for the year 2021 that meets the needs of the country.
