Government of Timor-Leste

The Secretary of State for Vocational Training and Employment (SEFOPE), Julião da Silva, and the Executive Secretary of the Human Capital Development Fund (FDCH) signed a Memorandum of Understanding with the President of the Korean Language and Studies Program, Lee Jae Kwon , for training actions of Korean language. The signing ceremony of the memorandum was held on February 19, 2019, at SEFOPE's premises.

This cooperation agreement has been in place since 2012 and was discontinued during the last year, and will allow, starting next March, between 2000 and 2500 beneficiaries to qualify for further work opportunities in South Korea.

Julião da Silva said that "the political impasse of the last two years has hurt many Timorese workers, making it impossible for them to continue to learn Korean, so the Eight Government through this memorandum reactivates this course in order to serve the various Timorese youth who have already signed up".

The Secretary of State also said that "in the short term the Government, through SEFOPE, will continue to send workers to South Korea who have already finished the course and who already have a contract".

Isménio Martins da Silva stated that with the signing of this memorandum the FDCH fulfilled its duty by making its contribution to the state's policy of reducing unemployment and the policy of the Eight Constitutional Government to promote the social economy by reducing unemployment.
