Council of Ministers Meeting of 10th January 2018

The Government met in the Government Palace in Dili, and after the introduction of a few amendments, approved the proposal for a Government Decree on the budget execution in a duodecimal regime that regulates the Budget and Financial Management Law in force, presented by the Minister of Planning and Finance, Rui Augusto Gomes. This Government Decree defines the budget execution regime since the General State Budget for 2018 did not enter into force at the beginning of the financial year, that is to say, January 1, 2018. Until the General State Budget for 2018 comes into effect, the provisions contained in the Government Decree on budget execution for 2017 are hereby extended, with the necessary adaptations to the current organic structure of the Seventh Constitutional Government.

The Minister of Planning and Finance also announced that a workshop will be held this week where all Finance Directors of the Ministries within the current Government will participate in order to clarify the duodecimal budget execution regime.

Finally, the Council of Ministers also discussed the proposal for a Decree-Law establishing the Organic Statute of the Council of Combatants for National Liberation, presented by the Minister of Social Solidarity, Florentina Smith. The diploma aims to define the structure, objectives and competencies of this Government consultative organ in matters related to the defence of the veterans’ interests and others that respect the National Liberation Combatants, under the National Liberation Combatants Statute in force since 2011. However, before its respective approval, it was deemed necessary to introduce a few minor changes in order to enable enactment by the President of the Republic. ENDS
