Timor-Leste continues to lead on aid management effectiveness
The development and approval of Timor-Leste’s Aid Management Effectiveness Policy is another demonstration of consistent national leadership in this area. The policy, approved by the Council of Ministers on the 28th of March, documents how official development assistance should be delivered to Timor-Leste so that it ensures country ownership, is in alignment with Government programs, promotes mutual accountability and ultimately delivers the best results to improve the lives of the people of Timor-Leste.
Over recent years Timor-Leste has used the lessons learned from its complicated history of working with development partners to help reshape the way aid is managed globally. Through its role in the g7+ and in the development of “The New Deal” Timor-Leste has assisted many other countries around the world in their aim to maximize the benefits of official development aid whilst helping development partners to achieve value for money.
Now, by providing information on the context of the policy, detailing the implementing institutions and mechanisms, and setting out the steps for agreements, implementation and monitoring, the Government is seeking to help all stakeholders to work together for the optimal results. These results will be in line with the nations Strategic Development Plan and commitment to achieving the UN Sustainable Development Goals.
The policy was developed by the Ministry of Finance in close collaboration with the Ministry of Foreign Affairs and Cooperation and is guided by the international agreements to which Timor-Leste is a signatory. The Development Partners Management Unit [DPMU] within the Ministry of Finance is set to play a key role in its ongoing socialization and implementation.

This policy document for Timor-Leste is a valuable tool to guide the planning, mobilization, implementation and monitoring of development aid to achieve optimal results for our people and our partners.”ENDS
