Meeting of the Council of Ministers of December 20th, 2016

The Council of Ministers met on Tuesday and, following on from the the presentation by the Minister of State, Coordinator of Economic Affairs and Minister of Agriculture and Fisheries, during the meeting of the Council of Ministers of December 13th, 2016, approved the draft Law on Arbitration, Mediation and Conciliation, which allows for an alternative resolution of trade disputes.

The Council of Ministers approved the draft decree of the Ministry of Education on granting a subsidy to the members of the Committee for establishing the Polytechnic Institute of Betano (CIPB), the first public institution of higher technical education. This institute will provide more opportunities for tertiary education in areas that are fundamental for strengthening the economy and technical and scientific progress.

The Council of Ministers also approved the decree of the ministry of State Administration on the system of management of solid urban waste – recognizing that the growth of the population in Dili demands the creation of a set of rules and principles in this area.

The North American organization, International Republican Institute (IRI) - under the leadership of Senator John McCain – presented the results of a national survey on public opinion in Timor-Leste, that took place in three different moments: 2008, 2013 and 2016. The information in the report was analysed according to international methodologies of social and market research. The Logistics and Information Technology of the survey was supplied by INSIGHT Inc, with the supervision of the public opinion research company Chesapeake Beach Consulting and IRI.

The Ministry of State Administration (MSA) presented the draft of a decree law on the organic structure of the National Institute of Public Administration (NIPA), an autonomous service of the MSA, whose mission is to promote the development and qualifications of the human resources of Public Administration and, in particular, the development of the management skills of the leaders and heads of Public Administration.
