Legislative Reform involves Ministries in the examination of the state of legislation

A Government Resolution dated October 31st, 2016, states that “the legislative reform is cross-sectional and requires the involvement and legislative analysis of each of the sectors under the Ministries”. Thus, the Legislative and Justice Sector Reform Commission (LRC) has been conducting work sessions on the Introductory Legislative Analysis Methodology, as the focal points are appointed by the Ministers.

On the whole, the baseline study on Timor-Leste’s legal system will, in every sector, have the contribution of technical teams coordinated by the focal points, following the methodology and programmes agreed with the LRC. This will be done through a questionnaire that will enable a detailed analysis and examination of the legislation by sector, serving as a basis for the legislative reform.

The focal points from the Presidency of the Council of Ministers, the Ministry of Education, the Ministry of Interior, the Ministry of Public Works, Transport and Communications, the Ministry of Finance, the Ministry of Health, the Ministry of Commerce, Industry and Environment, the Ministry of Tourism, Art and Culture and the Ministry of Petroleum and Natural Resources have already been appointed.

On December 19th, there will be a joint working session that will work on the completion and depth of the analysis of the Timeline and Questionnaire for the Examination of the State of Legislation, which results should be available for CRL’s use by early March 2017.
