Meeting of the Council of Ministers of October 31st, 2016

The Council of Ministers met this Monday at the Government Palace in Dili and approved the establishment of the National Centre “Enough”, IP (in Portuguese: “Chega”), as a public institute directly under the authority of the Prime Minister and therefore endowed of legal personality with administrative and financial autonomy. The Centre will promote the implementation of recommendations from the Commission for Reception, Truth and Reconciliation (in Portuguese CAVR) and of the Commission for Truth and Friendship (in Portuguese CVA), following the reconciliation process included in the Constitution of the Republic. It will also be a place of research and learning about the history of Timor-Leste and preservation of memory, promoting solidarity towards those most vulnerable survivors of human rights violations in the past.

The creation of the National Institute for Social Security, IP was approved. This independent organisation, integrated within the administration of the State, will manage and execute the social security system approved by National Parliament on October 18th. It is up to this Institution to draft and manage the budget, guarantee the recognition of rights and fulfilment of specific obligations and ensure the implementation of international agreements, within the scope of social security.

The Council of Ministers approved the nomination of the sector focal points and technicians for the Legislative Reform, proposed by the Commission for Legislative Reform and of the Justice Sector, under the Ministry of the Presidency of the Council of Ministers. These focal points will contribute to a review of the current impact of legislation on the lives of Timorese people. Based on this work a national report will be drafted, in collaboration with the General Directorate for Statistics of the Ministry of Finance, to support the appropriate development of the legal framework of Timor-Leste.

The Government Resolution and the Intended Nationally Determined Contributions – INDC project, proposed by the Ministry of Commerce, Industry and Environment, was approved. Participating UN Member States at the 21st Conference on Climate Change in Paris in December 2015, were requested by the United Nations to prepare this document announcing their intended contribution towards the reduction of greenhouse gas emissions.

The Council of Ministers approved the proposal to reappoint the officers currently serving as General-Chief of Staff of FALINTIL – Defence Forces of Timor-Leste (in Portuguese FFDTL) and the vice-Chief of Staff of FFDTL, for the period of one year. The Government’s proposal will now be sent to the President of the Republic for his review.

The Minister and the Vice Minister for State Administration presented the provisional results of the election for the Village Councils, Village Chiefs and Hamlet Chiefs. The preparations for the second round of elections, which will take place on the 13th of November, were also analysed.

The Minister of State, Coordinator for Social Affairs presented the National Strategic Plan to Combat HIV/AIDS and the Memorandum of Understanding that the National Commission to Combat HIV/AIDS will soon sign with its Indonesian counterpart.  This document will be redrafted with the support of the Ministry for Foreign Affairs and Cooperation and of the National Commission to Combat HIV/AIDS.

A proposal for the nomination of the members of the General Counsel of the Timor Lorosae’e University (UNTL) for the 2016-2021 period, was presented by the Minister of Education and also analysed. ENDS
