Council of Ministers meeting of August 16th, 2016

The Council of Ministers met on Tuesday at the Government Palace in Dili, and analysed four projects managed by the Minister of State, Coordinator of State Administration Affairs and Justice, namely: the revision of Public Administration’s organization, which seeks to harmonize the organization and the functioning models of several bodies and departments participating in Public Administration, in order to increase effectiveness and efficiency in the provision of public goods and services; the postponement of the election process for the sucos; the creation of teams to prepare the electoral census abroad, which relies on the cooperation of the Ministry of Foreign Affairs and Cooperation; and the postponement of the electoral census.

Also presented by the Ministry of State Administration, was the Government Decree defining the dates for the meetings of the Village Assemblies and the Suco Councils under the procedures for the election of community leaders which was approved by the Council of Ministers. The meetings of the Suco Councils for the establishment of the Sucos’ polling stations and the acceptance of applications for Suco Chief, will take place on September 15th. The meetings of the Village Assemblies for the election of delegates from the village to the Suco Council, as well as the Village Chiefs and Suco Chiefs will take place on September 30th. The Suco Councils, for the final results of the election of the Suco Chiefs, will meet on October 1st. If there is the need for a second round for the election of the Suco Chiefs, this will take place on October 7th, with final results on October 18th. Finally, the meetings of the Suco Councils for the election of Lian-na’in (traditional authorities: “masters of the word”) and the youth representatives in the Suco Council, are scheduled for October 22nd.

The Minister of State Coordinator of Economic Affairs, together with the General Directors of Forests and Fisheries, presented the project for strengthening the resistance of the coast for the protection of coastal communities, which aims to protect coastal environment using natural methods.

From the Office of the Prime Minister, the Council of Ministers examined the draft Law that establishes the legal regime of public professional associations, for professions that, due to their public interest, require their own technical and deontological monitoring rules.

Prior to the visit of the Prime Minister of the Kingdom of Cambodia to Timor-Leste, on August 19th and 20th, the signing of two agreements and a Memorandum of Understanding were approved. Specifically, one agreement is for technical and economic cooperation and the other for visa exemption for diplomatic and service passport holders. The Memorandum of Understanding refers to the cooperation in the labour field, namely the exchange of information in different areas and exchanges of staff and specialists from both countries.
