Meeting of the Council of Ministers on January 27th, 2016

The Government met this Wednesday, January 27th, 2016, in the meeting room of the Council of Ministers, at the Government Palace in Dili, and began by analyzing the results of the official visit to Timor-Leste of the President of Indonesia, Joko Widodo, on January 26th. The positive developments from the meetings, which stand to strengthen the bilateral relations with this neighboring country, led the Prime Minister to congratulate the members of Government and the organizing committee of the reception to the President and First Lady of Indonesia.

The Council of Ministers approved:

1. Government Decree on the implementation of the General State Budget for 2016

This diploma establishes the rules concerning the implementation and monitoring of the General State Budget (GSB) for 2016, approved by Law no. 1/2016, of January 14th.

The Government intends to ensure a rigorous budgetary control and disciplined public expenditure, as approved in the GSB. The funds will have to be utilized to benefit the lives of the people, through an effective, efficient and fair provision of services, contributing to better management and the achievement of concrete results.

The accountability of public administration is reinforced, aiming to improve the provision of services. To achieve this a change in the control system of public finances has started.

2. First amendment to Decree-Law no. 2/2009, of January 15th, on the Special Legal Regime of Procurement for the Autonomous Service of Medication and Health Equipment, EP (SAMES)

The main changes to this Decree-Law aim to simplify the procedures for acquisition of pharmaceutical products and hospital medical equipment. The diploma will also address, besides the procurement done directly by SAMES, the procurement done, in emergency situations, by the central services of the Ministry of Health, Hospitals of the National Health Service and the National Health Laboratory.

The Council of Ministers also examined Timor-Leste’s declaration on the situation in the Korean peninsula. The Government, through a statement from the Ministry of Foreign Affairs and Cooperation, expresses concern with the announcement made by the Democratic People’s Republic of Korea on the achievement of a hydrogen nuclear test.
