Good governance and State Reform promotion, as development factors, are taken as priority goals by the Sixth Constitutional Government of the Democratic Republic of Timor-Leste.

The new stage of the Public Administration reform comprises an increase of the human resources skills, with the aim of achieving a behavioural change across public service, both in the short and medium terms.

A change in attitude by the Public Administration, based on the strengthening of professional ethics, on the sense mission of the public servant, are taken as essential to a new outcome development on the performance of civil servants and in exercising a more qualified leadership.

The reform of the Civil Service will have as its main driver the Civil Service Commission, aiming to promote a quality change across the public service. A public service able to respond to cultural change, aiming a well prepared leadership, based on values such as professionalism, ethics, merit and impartiality.

On December 4th, from 5 P.M., there will be a televised debate (talk-show) at Hotel Novo Turismo, in Dili, under the Public Administration Reform, with the participation of the civil society, university professors, former and current government members, on a constructive debate over the current reform.

11.40 a.m.-12.00 a.m.: Presentation by the Head Manager of the State Secretariat for Institutional Strengthening, Francisco Borlako – “Structural reform in Public Administration vs Higher productivity in the provision of public service to the citizen”
