Extraordinary Meeting of the Council of Ministers from August 28th, 2014
The Government met extraordinarily this Thursday, August 28th, 2014, in the meeting room of the Council of Ministers, at the Government Palace, in Díli, and approved:
1. Government Resolution approving the establishment of a Transition Commission for Oe-Cusse Ambeno
The approval of Law n. 3/2014, from June 18th, establishing the Special Administrative Region of Oe-Cusse Ambeno, implies the need to manage the transition of responsibilities at the different levels of the administration of the territory. Likewise, it is necessary to formally structure the relationship between the Authority of the Region, recently established, and the central bodies of the Administration, particularly, the Government.
Therefore, this diploma establishes a transitory entity, in order to manage the transference of responsibilities that integrates members of the Government and members of the Authority of Oe-Cusse Ambeno, as well as elements from Central and District Administration and from the workgroup for pre-deconcentration.
2. Draft Resolution from the National Parliament for the approval of the Agreement between the Government of the Democratic Republic of Timor-Leste and the Government of the Republic of Indonesia, on Cooperation Activities in the area of Defence
Considering the importance of the development, between countries, of cooperation ties in the area of defence and security, in August 2011, it was signed the Agreement between the Government of the Democratic Republic of Timor-Leste and the Government of the Republic of Indonesia, on Cooperation Activities in the area of Defence.
Being, by constitutional competences, for the National Parliament, the approval of agreements of this nature, the Government proposes the approval, to that sovereignty body.
3. First amendment to the Government Decree on the Implementation of the General State Budget for 2014
The amendments made on this diploma aim to extend, until the end of September, the deadline for approval of budget amendments, both between directorates and expenditure categories, as well as to adapt, for submission of bank warranties in contracts with the State, the rating requirements from commercial banks, to the real situation of the country.
