    GENERAL PROCUREMENT NOTICE

    Government of Timor-Leste

    MILLENNIUM CHALLENGE CORPORATION COMPACT

    The U.S. government’s Millennium Challenge Corporation (MCC) and the Government of Timor-Leste have entered into a $420 million grant agreement (Compact), partnering to deliver sustainable and inclusive economic growth for the people of Timor-Leste.

    The Timor-Leste Compact seeks to improve the health and skills of people in Timor-Leste by reducing the disease burden caused by contaminated water sources and enhancing teaching and learning at the secondary school level. The compact is comprised of two projects:

    • Increasing Access to Clean Water. The Water and Sanitation (WSD) project will introduce the country’s first centralized sanitation and wastewater treatment system, improve related drainage, and supply clean drinking water for the capital city of Dili and four nearby municipalities. The WSD Project will ultimately supply disinfected water to 429,000 residents in Dili and 64,000 residents in the surrounding area.
    • Improving Education Outcomes. The Teaching and Leading the Next generation of Timorese (TALENT) project aims to improve student learning outcomes through teacher and school leader education and training. The TALENT project will work with the government of Timor-Leste’s education ministries to establish a Center of Excellence and ensure all students graduating from secondary education have the skills necessary to pursue higher education and enter the workforce, benefitting nearly a million Timorese students over the next twenty years.


    In furtherance of this development process, during the next twelve months starting from October 1, 2022, the Government, supported by MCC, plans to begin procedures to procure the following goods and services:

    *Preparation of Designs, Tender Documents, ESIA and RAP for the Water, Sanitation and Drainage Project (WSD), Dili

    *Technical assistance to develop a cost recovery plan for the Water, Sanitation and Drainage (WSD) Project, Dili

    *Program Management Consultant and Construction Supervisor (PMC) for Water, Sanitation, and Drainage (WSD) Project, Dili

    *Design of the Social and Behavior Change household management and sanitation interventions for the WSD Project

    *Fiscal Agent Services

    *Procurement Agent Services

    *Baseline for TALENT

    *MCA-MIS SAP Implementation

    *Technical Evaluation Panel (TEP) Members (Individual Consultants)

    *MCA-MIS IT Infrastructure & Installation

    *Office Equipment & associated Maintenance Services


    All Contracts for Goods, Works and Services will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines which can be found at the MCC’s website.

    Procurements are open to all bidders from all eligible countries as defined in the MCC Program Procurement Guidelines.     Procurement Consultant

    The Millennium Challenge Account/CDT Timor-Leste has received financing from the Millennium Challenge Corporation toward the cost of the development and facilitation of implementation of a Millennium Challenge Compact with Timor-Leste, and intends to apply part of the proceeds toward payments under the contract for Procurement Consultant.


    MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to
    Contractors/Consultants/Suppliers by the US Treasury.


    MCA/CDT Timor-Leste now invites qualifications from eligible consultants for providing the
    consultant services of a Procurement Consultant.


    Bidding will be conducted through the selection of Individual Consultants procedures as specified in the MCC Program Procurement Guidelines(PPG), and is open to all eligible bidders or consultants as defined in the PPG.
